What you have been told is 100% normal practice. I have zillion of 
environments with policies mixing full/inc and different retention levels.
I've seen no environment with separate inc policies. 

Moreover I'm under the impression that separate inc policy always backups 
all files (NetBackup detects there is no valid full backup).

Question: 
 
Currently I have separate policies for Full backups and Incremental 
backups.  The Fulls have a different retention period than the 
Incrementals.
I was told to have one policy that includes both the FULL and Incremental 
backups.  I have done a test and it appears that with different retention 
periods, my backups performed a lot slower and hung up more.
 
Anyone have any insight on this matter?
