FYI:
 
I was able to restore the C: drive and System_State to the same location(
with overwrite existing files) and the host came back just fine.
I added an additional step to recover the Removable Storage Management
database.
 

  C:\Program Files\VERITAS\NetBackup\bin\W2KUtil -rsm -restore

I am not sure what the wintel team uses to try and recover the server before
they call the backup team to perform a restore. We perform full systems
backups with checkpoints. But we do not use VSP because of the problems it
creates. The wintel team uses a imaging tool where they can build a server
in about 20 minutes with all the base OS settings in tact. We then perform a
full system restore to the same box using the win2option to tell netbackup
we are going back to the same server. After the restore is done, we reboot
the server expecting to come back up as is. But as tech support explained
their are always registry keys that do not get backed up because they are in
use etc. We have tried this in a windows 2000 and windows 203 server. Same
issues. The server sometime will not reboot and will keep rebooting. When we
use a diag boot cdrom we get in but the applications so not seem to work
either. We have even tried installing windows in a dummy directory doing a
full restore, editing the boot.ini file to point to the correct version and
even that does not work. We had support on the line for 6 hours and the
senior level engineers etc. But no matter what we could not get it working.

That is ABSOLUTELY awful !!!! Which brings me onto my next point..... what
disaster recovery tools do you use NOW for your windows OS ??

The fix for us was to install a fresh copy of the Os and ap0plications. We
then restored the application data. Never an easy process. We were on
support line for 6 hours doing this with Symantec support and everything
they had us do would never allow the server to be restored in full and have
it boot with all the apps in tack etc. After wasting so much time we
installed a fresh copy of the server build by image and reinstalled the
apps. Took about 2 hours and the server was back up. It was not a happy
experience.

Good luck. This has never worked for us. Very rarely do we get a full system
restore of windows and have it boot just fine.

I did the restore as per the DR document. Now the host is continuously
rebooting. I found the following technote, Will give it a shot.

It should be covered in the disaster recovery document....
 
But as long as you have a bare OS and the NetBackup client is installed and
the client has been configured as before, you should be able to perform a
FULL RESTORE from a last known backup tape. 
 
The Restore can be carried out on the client, or the MASTER SERVER that
usually performs the backup for this client.
