I don't think this can be done on 5.x and higher. If your ver is higher ,
edit the behaviour file in <install path>/Veritas/Netbackup/db/config. There
is a line "TRIES PER PERIOD X"
Change X to 0. The scgheduler will not start any jobs.

command line I can throw at it to do this, but for the life of me, I
can't remember.
