To further the matter, I attempted a Full Backup of the mailboxes from
the existing policy and a new policy that was only Mailboxes (no Public
Folders).  Both returned an error 71 - none of the files in the list
exist.  The only thing being backed up in the Selection list is
Microsoft Exchange Mailboxes:\
