Correct. There is no technical license enformcement.

The software doesn't know. Symantec is working on a new tool - Symantec
License Manager (SliM or something like that) that will allow us to
audit our licenses. Personally, I'm looking forward to this because
it's a royal pain in the backside now. Unless you understand your
clients really well, there's not even a way for the NetBackup
administrator to know or figure out if you are compliant or not.

Your first issue to make sure you're legally compliant. Some future
release may enforce licenses, but the current releases don't.
