A simple script would work.

$ sudo /usr/openv/volmgr/bin/vmquery -rn 0 -bx | grep -ic scratch
105

numscratch=3D$(/usr/openv/volmgr/bin/vmquery -rn 0 -bx | grep -ic scratch)
if [ $numscratch -lt 350 ]; then
> echo "You have less than 350 scratch tapes, put some more in."
> fi
You have less than 350 scratch tapes, put some more in.

Then you could just pipe that to an e-mail if you wanted to.
