The answer, I believe, is that the storage unit in the policy no longer 
existed. The key here is "no longer" existed. At one time it did, but my 
collegue cleaned up the storage units and changed all the policies (or so he 
thought). 
So the two answers are:
1) It is queued because the storage unit does not exist.
2) The start was attempted because the storage unit did exist at one time. If 
you try to access a policy after deleting its storage unit NBU won't let you 
save the policy until you fix it. But if you touch the policy after deleting 
its storage unit NBU still thinks it is a good policy and tries to run it, 
hence the Queued job.
