If I read your post correctly  the requirement is to kick off a catalog backup 
at a specific time
and send that tape off site?

If you have vault you can schedule an off site catalog backup from vault.

If not you can script it

You can also alternate the existing automatic catalog backups between a tape in 
the tape silo and
disk.  If you have a remote site send the disk based catalog backup to the 
remote site. this way
every other catalog backup is always offsite.
If you do not have an remote location to send the automatic disk catalog backup 
to you could still
alternate the automatic catalog backup to local disk, on another server, then 
have a policy that
only backs up that location daily, specify a unique volume pool  and use unique 
bar codes for these
backups.  The down side is the recovery would be a two stage process. The 
upside is that  there is
no risk of a backup running while the catalog backup runs and its simple.
