A client asked if it is possible to restore ACLs on a windows file
system without restoring the files.

In other words, if the file exists on the filesystem, set its ACL to
what it was on the backup image without overwriting the file, but if it
doesn't exist on the FS, then don't do anything (do not restore the
file)
