Still shouldn't be an RFC type of change. Generally in such cases,there's a 
defined procedure and set of conditions (as Jeff pointedout) for those 
procedures to be executed. In a past life, I had todeal with RFC (and the 
company called them RFCs -- management didn'tseem to have a clue that they were 
re-using an acronym poorly) and forsomething like this I would put in a change 
for adding a new procedurefor replacing dead tapes and a new cron job to alert 
operations whenthat procedure needs to be executed. Once the procedure was 
definedand the alert method was in place, I'd never again have to think 
aboutthis task and the operators would take care of it for me.
