Tapes do not normally SUSPEND when they're removed from the library.
That'll be a condition specific to your offsite routines.

Not Frozen and scheduled to expire soon is about as close as you can get.
To automate this, it'd be a query through bpmedialist.

How about:

To get a list of all of your scratch tapes, assuming the pool name is
"Scratch", do:

# vmquery -pn Scratch 
Find those tapes that are non-robotic.

Also, to report on the tapes and when they expire, do:
# bpmedialist -h ALL -summary 
 
You're looking for the tapes that are SUSPENDED and will expire soon.
This close enough?
