Your suggestion was a good one.

I've done a successful test restore on my system.  I created
an empty file called RESTORE_ORIGINAL_ATIME in C:\Veritas\NetBackup.

To see the actual access time of the file, DO NOT use the Properties
of the file itself; set the "Choose Columns" or "Choose Attributes" or
whatever it's called in your Windows Explorer View menu.  If you click
a file with any button of your mouse, you will update the Access time to NOW.
