I haven't found that v4.5 didn't exclude on multi-streams. I have had
trouble using combination include/exclude lists for multi-streams, though.
NB v4.5 did require that everything in the exclude list be an absolute
pathname, ie "/dir/dir2/dir3/*.dbf" rather than a simpler "*.dbf" entry.
Other than that, I never noticed this symptom.
(the change to require absolute paths [yes it was deliberate - and a real
usability problem, IMO] lead to exclude files like:
/*/*/*.dbf
/*/*/*/*.dbf
/*/*/*/*/*.dbf
/*/*/*/*/*/*.dbf
..on some of my larger filers that host many database instances)
They thankfully put back the previous behavior in v5.x.

What version are you running? I have found that in 4.5, if you have multiple
streams enabled in the attributes tab of the policy it will ignore exclude
lists. multiplexing is okay.

Schedule name is tibco1
I have created bpbkar file on the client . It was able to read the file
as I could see in the log file .However it was not excluded .

exclude_list.policy_name.schedule_name
NetBackup interprets your file name
exclude_list.UAE_EBI_DEV_HRMS_INST01_FS01_Special.tibco1
as:
Policy : UAE_EBI_DEV_HRMS_INST01_FS01_Special
Schedule : ibco1
Therefore, if you policy name is
UAE_EBI_DEV_HRMS_INST01_FS01_Special.tibco1, NetBackup will not apply the
exclude list.
Hope this helps! (If it doesn't, create bpbkar log on the client and see how
it reads and interprets the exclude list).
