StorageTek supports LibAttach 1.4 running on the following

  Windows Server 2003 32-bit on x86.
  Windows Server 2003 64-bit on Itanium2.

LibAttach has not been tested with the Windows 2003 service pack  
1 release candidates.  Once Microsoft has released the "official"
service pack 1 for Windows 2003, StorageTek will perform testing
and release any needed patch to LibAttach 1.4 at that time.

As of the last time I spoke with STK support on this
very problem (which admittedly was a few months ago)
Libattach was not supported on Windows 2003 and I
could not figure out any way to get it to work. Again,
that may have changed because I was using Version 1.3
of Libattach but if they don't mention it in the docs
it probably still isnt supported. Your best bet is to
call STK and ask.
