You shouldn't have to deassignbyid the tapes using vmquery, that should
happen automatically.  

Either two things, your "full" and "incremental" labels in your example
commands look more like schedule names that policy names.  Check that.  

Are you mixing retentions on media?  That could do it.  Are there other
policies on those tapes that might be keeping the overall assignment of that
tape to the longer retention?

Otherwise, your system doesn't necessarily do the recalucations for
expiration at the time of the bpexpdate command.  You can force the
deassignment "sweep" by running:

bpexpdate -deassignempty -force

If you're sure you want to expire the *tape* early and not just the
policies, you can use the bpimmedia command to identify the image ID's on
that tape & write them to a file.  Then use that file as a looped input to
the bpexpdate command with the -recalculate & -backupid options.  Finally,
follow up with the -deassignempty above.

Changing the retention period on the policy does not
change the retention period of the tapes that were
already written to. It only takes effect for tapes
written after the change. To modify the retention
period for tapes that have already been written to use
the bpexpdate utility to modify the expiration date or
to expire the tapes completely. If you are expiring
the tapes completely you should also deassign them
from the volume database using the vmquery
-deassignbyid command. That way your volume and media
databases are consistent.
