It does not store the checkpoint information as far as I can tell.  If a 
job fails or we restart it, it starts from the beginning.  If I look in 
the db\jobs\restart folder there should be checkpoint files that store the 
checkpoint info but the files are not there.  As far as I can tell the 
Checkpoint Restart Feature does not function at all.
