Nevermind.....upon further reading, I found the info I was looking for.

The Q drive had been deleted and recreated, so the disk signatures
contained in the restore media did not match the disk signatures
contained in the cluster quorum, hence the message about the corrupt
quorum.

So it's required to add the following reg ky in order to all NBU to
restore the quorum.

I've been reading the Netbackup High Availability SAG, and it
covers backing up the physical nodes, including the quorum (captured as
part of System_State:\), and the shared resources of a cluster, and it
covers restoring the shared resources, but doesn't tell you how to
restore the physical nodes.

There's a technote for Backup exec that mentioned the "force
quorum restore" option, though that option is non-existant in NBU
Enterprise.

When your system dies, and you have to replace both physical
nodes, and the disk array that is shared, how do you go about restoring
the two physical nodes (with quorum) so that cluster service start
properly??

Set up cluster with floating IP used for backups
(whether this is the public LAN or a second backup LAN) e.g. named
backup-float-ip.
Install NBU on both nodes with client name
backup-float-ip.
Set required network interface on both clients to be
backup-float-ip (may only be necessary if using a 2nd NIC for backups).
Set up policy to backup backup-float-ip.
