What you want is the "bpduplicate" command. It can copy by tape id. ITC is
about making more than one copy at backup time so that's not really
applicable to your situation.
If there's only one tape, the only thing I can think to do is create a disk
storage unit, duplicate the tape to the filesystem using bpduplicate, then
reduplicate the disk image back to a tape. Time consuming & you'll need
enough disk to hold the tape images but it should work.

We have a couple of frozen tapes we want to copy to other media so we can
discard of the frozen (suspected broken) media. In one
site we have the vault license installed so we can do it with inline tape
copy but in other smaller sites we do not have this key.
Is there a way to copy tapes without using vault?
In the smaller sites however we have also the problem that often there is
only on tape drive available. So copy 'on-the-fly' would
not be possible over there. Is there a workaround for this problem too?
