That's exactly it.....if you ran it on Tuesday, a week hadn't elapsed
when the window opened on Sunday.

You can change your policies to run on a schedule basis, OR, you can do
what I've done.

Since we do deployments and such during a change window on Sunday night,
if we run a manual on Sunday night, then a week hasn't elapse when
Friday (our FULL night) rolls around.
So our Weekly full schedule is setup to run every 4 days, but the window
is only open from 22:00 Friday untill 05:00 on Sunday.

This allows any machine deployed on a Sunday to fall into regular backup
Schedule with a FULL on Friday, and it also covers us in the case that a
job fails on the weekend, and is manually run on Monday....4 days have
elapsed by the time friday comes, and it gets a regularly scheduled
backup.

"Every 1 week" is fine if your weekly backup window is open 7 days a
week....every 7th day, it will get a Weekly.

        It sounds like you frequency on the policy is incorrect.

           If you set the frequency to be one week (7) days, it ran as
scheduled Sunday.  You manually ran it Tuesday, it is waiting for 7 days
to elapse.
