I would use vmchange, this way netbackup know where the tape has gone,
otherwise you have to re-inventory the library . . .

(Eject TL8 or TLD volumes)
        vmchange -res -multi_eject -w -verbose
        -rn <robot_number> -rt <robot_type> -rh <robot_control_host>
        -ml <media_id:media_id:...:media_id>

Not sure what you mean, but I'll offer ..

Using robtest you can move tapes around (drives, slots and ports). With 
robtest you'd specify a tape slot and port number (slot in the CAP/MAP).

NetBackup (I use Vault) will simply eject tapes to empty CAP/MAP slots.  
I don't recall the underlying command Vault uses.
