That "restart vnetd" part of the documentation is a typo.
As you probably already suspected, there is no need (nor
is there even any way) to do this. The documentation is
being corrected.
1) vnetd logging is enabled by creating the directory
2) to confirm that vnetd is "running", a netstat -a should
show a LISTEN line for the vnetd port.
