I think your core problem here is better solved by using storage units.
 
You shouldn't be assigning your backups to a specific library by using
volume pools, you should be directing your policies to a specific library
via a storage unit defined for that library only.  If you don't want the
master to give empty media in library B to pool X, then don't direct the
backup intended for pool X to the storage unit that uses library B, use the
storage unit for library A.
 
Pool is all about contents of the tapes, storage units are about libraries.

Can someone please advice me in this senario:
 
One master, two media servers and two librarys.
The master is the volume host and the medias the control hosts. In the two
librarys i have different labels. How do i configure the scratch pool in
this senario?
In library A i have ABxxxx lables.
In library B i have CDxxxx lables.
 
Lets say that pool X get out of tapes and need to poll some from the
scratch. Pool X usually writes to library A. But now the master gives away
empty media in library B to pool X.
 
Hope you understand what i mean. I would like to keep the media and librarys
apart even if they have the same volume database host. Is that possible??
