It's also important to note that fiber issues can also cause 84 errors.
Been there, done that, didn't like it much.

We got nailed when starting going over fiber paths that weren't capable
of 2Gbps connections.  Lots and lots of 84s.  Dropped the paths to 1Gbps
and it's been fine ever since.
