A caveat that you might not have considered.  The reason the catalog
backup is set to run when no backups are active is because the catalog
backup cannot complete successfully while the catalog is in use.  We
used to backup our catalog using a schedule and had it cancel all jobs
running at that time to make sure we got an accurate backup, but this
conflicts with your 24/7 backup windows.  Perhaps there is a method
available to run a catalog backup while it is in use, but I'm not aware
of it.

Does anyone know the command to use to run a manual catalog backup on a
Windows Master?  Our backup window has become 24x7 and the NBU scheduler
invoked backup no longer gets a chance to run so I'd like to schedule
one using the Windows scheduled task utility.
