To my knowledge there has only been "one" true feature pak. "FP3" 
FP4,5,6.. Are just maintaince packs for FP3. (even though fp6 does not
require fp3) 
I don't think new functionality was added in FP6 but I could be wrong.
New clients don't usually count.

Wow that's interesting. Can someone from Veritas who monitors this list
verify on going 4.5 releases? The reason being I heard basically the
same thing that with the release of 5.0 to be followed shortly after
(June) release of 5.1 that the path was to upgrade.

not so. MP7 and FP7 are in the works.  My understanding is that Veritas
is contractually obliged to support/update NBU 4.5 until AT LEAST the
release of the next "major version" of NBU (e.g. when there is some
"NetBackup 6.x" release sometime down the road)
