Yup, we get this one also. This is what we do in the NBU Admin Console:
NetBackup Management->Host Properties->Clients double click on the client then
in the OTM tab we set Initial Cache Size to 150 MB, Maximum cache size to 0.
Set Cache file to d:\OTM or whatever drive has the most available space.

Yup, I've seen this. I've disabled VSP on those systems. In at least
case, the file system I was trying to back up only had 4K of free space
on it.
