This is correct, you do need to upgrade Explorer if it is not at the
required level.  There is no way around it that I am aware of.  We upgraded
over a 100 Windows servers to 4.5 and had atleast 25 servers that needed IE
upgraded.

When trying to install the NetBackup 4.5 client for Wintel, it says it needs
IE 5.0 or greater, and refuses to continue.

Surely not, why does it need this?  Is there any way around it?  I can't go
rebooting all of our WinNT / Win2K boxes!
