Is FP6 a GA release also?  We didnt think FP3 Was till Veritas Tech support 
told us.

Correct, you need to upgrade to FP3 before going to FP5.  However, FP6
is a full release again and is downloadable from
ftp://ftp.support.veritas.com/pub/support/products/NetBackup_DataCenter/
You do not need to install FP3 before installing FP6.
