Oh, and then take steps to limit the job to 2 drives (separate logical
storage unit, "Limit Jobs per Policy"...).

If you use your Case #2 and remove the NEW_STREAM directive, you will get a
data stream for each directory NBU discovers (assuming you have
multistreaming enabled). When you wildcard, a stream is created for each
discovered directory automatically, but when you start the file list with
NEW_STREAM, you are explicitly telling NBU to place all discovered
directories in the same stream. So just use
/oracle/T11/sapdata*
