On the subject of FP5 I have no experience, but concerning
tar for windows:
Yes, there are many variants of tar. You may want to check
- cygwin (http://www.cygwin.com, a *nix-shell for Win)
- the GNU utils for Windows (http://unxutils.sourceforge.net/)
- Powerarchiver (WinZip clone, but can extract AND create .tar)

I guess a Google/Alltheweb/Lycos/etc search will show more,
but these are IMHO the best you can get.
