Have you tried pushing the value way up?  Couldn't hurt to try.

When backing up a shared disk (two win2k systems clustered) the archive bit
isn't being reset on files during a differential incremental. 
 
Master 3.4_5 on Solaris, client win2k on HPq 3.4.1_5
 
The default of 5 minutes (300 seconds) for the Clear_Archive_Bit_Incr_Wait
is plenty for these small files.
 
Any ideas?
