Tim,
        With regards to backup and restores, you can use the session_notify
pair of scripts to log when a session starts and ends.  The times between
sessions should be your quiet times.

I am looking for a script or some ideas on how to tell when during the
various days of the week the system is not being used. We run db log backups
all day it seems.

I have some rough ideas but thought I'd ask first. Didn't see anything at
the usual scripting sites.
