Hi, all this is FYI:

The TSM's database, at least until version 4.2 (I don't know for the last 
version 5.1), has not been entirely ported to DB/2. Some few things have not 
been entirely migrated to keep an ascendant compatibility with the previous 
version (ADSM).
If you use a Windows TSM server, there are some ODBC drivers to access the DB. 
Also, all the operation can be done by command, no need to login on GUI or 
whatever else.

Concerning Tape consumption and the Permanent incremental process: TSM do not 
use so much tapes, as you usually use a policy that do not keep all the version 
of a file (example: the current version + the last 3 versions; and if the file 
is deleted, only the last version). This kind of policy make "holes" in the 
tapes but there is a background process to reclamation space.
The bad case is if you backup big files, which are changing all the time, and 
that no agent is available.

The use of a spool disk is thery convenient if the amount of data you backup 
didn't change too much from day-to-day.
The truth with pool disk is that you need to have at lest 1,1 the volume of the 
data that have change each day - this is what you will back up that day. For 
example if you have a disk space of 120Go full at 80% and that 5% of the data 
are changing between backup, you will need to backup 7Go each day. If you want 
to be able to do a quick restore of 1 full-week, you need to have 5*7*1,1=39Go 
of spool disk. In comparison of the amount of data backup this is much but 
quality of the service is enhanced
