Paul,
Do you have a file "/usr/openv/netbackup/db/altnames/No.Restrictions"? If
not, just touch the file and try the restore again. Be sure to turn on
verbose in "bp.conf" and create different logs directories as well.

Yes it was RMAN restore.  No it was a restore to a different client tapes
were mounted and some data
was restored, and the activity monitor had error code 5 as
well...............

More information is needed.

Is this an RMAN restore?
Are you restoring to the same client?
Was a tape mounted?
What does the activity monitor show?

May need more info from the log files, the piece you sent is short
Suggest opening a case with Veritas support
