That is correct.  That is, you can only freeze media that has been assigned.
If you wish to prevent an unassigned volume from being used because you
suspect it might have gone bad you are out of luck, unless you:
A) move it into a bogus volume pool not referenced by any policy.
B) create a MEDIA_ERROR_THRESHOLD file in /usr/openv/netbackup and put a
value of zero (0) into it.  That will cause NetBackup to freeze the volume
if it fails to write even as much as header onto it.  (BTW that is the only
way I know of to get an assigned volume without any images on it.  The
status field of this volume will the also have bit 0x10 set!)

It sounds like the media is blank or all its images are expired (the media
is unassigned).  If it's unassigned, you'll get this error message when you
try to freeze it (at least I did when I tried it on a few unassigned media
on my system).  I was able to freeze and unfreeze assigned volumes.  My
understanding of freezing is that it allows you to restore from images on
media even after they've expired.  It also prevents new archives/backups
from being written to the media.  If the media is unassigned, it will show
up as available.

I don't understand this error:

$ bpmedia -freeze -ev A00004
requested media id was not found in NB media database and/or MM volume
database

The more I look the more confused I am.  What is the signifigance of
media_id A00004 showing up as available in the output of 'available_media'
from the goodies directory and that same media_id not showing up in
bpmedialist?  How do I get such a volume into the 'NB media database and/or
MM volume database'?
