This can happen when  you stop the device mgr service and some of the
processes are still running.

The files the message is talking about in the volmgr\misc directory.

What we have found:

1. This usually happens if a backup job or the library process gets
orphaned.

2. We initially tried stopping all of the services and deleting the temp
files in the misc directory.(*.lock, .dev files and the .lti files)

3. This resulted in getting a in use message and unable to delete.

4. Went to the cmd prompt and killed all the processes that had the files
locked. (THIS had mixed results, sometimes it would really irritate W2K and
the services would not start.) NOT RECOMMENDED.

5. When we get the message about files being opened, if we stop all of the
services and wait for 5 - 10 minutes and then restart the services they
will usually start with no problems.

6. The waiting process allows for the processes locking the files to stop
on their own accord.
