Although it's a bit late, here goes.

The "not restauration" of hard linked files is actually caused by a bug in the 
java
gui. It is not passing the ticked option about hardlinks to bprestore. 

There is a patch for this from veritas. Don't know the number of the patch, but 
search 
for java, gui and hardlink. Workaround is to use Motif GUI or commandline.
