On NT/Win2K/XP, OTM "will" backup PST files (the MS Outlook personal folders
local to a PC) even if the file is open and locked. That's what OTM does -
backups up open files but OTM is not available in Win9x so open file backups
will not work. NBU DC will backup a Win9x Outlook PST file even if Outlook
is open, as long as the PST file is "never" selected/expanded or any of its
messages opened during that Outlook session. Once the PST file is selected,
then the file is locked and the time stamp of the file changes.

The caveat with OTM is the cache file parameters must be set "optimally".

If the file never closes, the file never gets backed up.  At least
that's how I understand it.  I forget what a PST file is (I used to
know, really) but the best bet would be to let your users know when the
backup schedule is and that files left open won't get backed up.
