I don't know how to make sure restores always go to
that one drive, but you can guarantee that there is
always a drive available for restores.  The method
I have seen described here on the list (not actually
used) is to configure the STU with N-1 drives.
As I understand it the restore does not use the
same scheme to assign drives.  Look in the archives
for more details.

b.
I cancel backups manually in this case via the job
monitor for the same reason when restore time is 
critical.
