The "-justmedia" switch didn't work. Is there a "justvol" switch?
A technote (#245435) ,describes the symptom, without committing to a cause.
They both recommend using "vmquery -deassignbyid <mediaid> <poolnum>
<status>" to fix this. This command did work.
There's a related technote (#236274) that gives the "bpimage -cleanup"
command as a way to correct these.

for some reason (lost mediaDB file from media server, decommissioned
media server without doing a "bpmedia -oldserver -newserver, etc) the
mediaID shown below does not have a mediaDB entry, only a volDB entry.
NetBackup won't automatically deassign such a tape. (if you check your
"all log entries" you will see complaints...) Run
"bpexpdate -ev <MEDIAID> -justmedia -d 0" to fix.
