Prior to 4.5 storage units are prioritized alphabetically. Each is
allocated as many jobs as possible before the next is used.
In 4.5, you may set up a storage unit group and prioritize the storage
units within the group to your liking. You then use the group as you
would a regular storage unit (sort of, I don't think groups of groups
are legal).

I don't know, but it is a little more involved than that. Look up
diskfull_notify in the NBU SAG.

You could use compression at the client side, keeping in mind that
it'll probably be slow and CPU intensive.
