I would check with Veritas BPVault support. I'm pretty
sure it is not do-able. NDMP would have to have the
intelligence to read from one tape and write to
another, which I'm pretty sure it doesn't. 

As far as  creating two Full backups, and sending one
offsite, that is ok as long as your backup window is
big enough. If you use Incremental backups, the two
Full backups need to complete before the next
Incremental. Also, unless the Filesystems are
completely inactive, the Full that you send offsite
will not be exact duplicate of the onsite copy. If you
have copy1 and copy2. And send copy1 offsite. The next
Incremental will coincide with copy2 Full backup.
There might be files that changed between the time
that Copy1 was done and Copy2 was done. So, if you
need to restore, and Copy2 is bad, and you restore
Copy1 from offsite. The Incremental will not coincide
with Copy1.
