57 means that a process is not accepting connections on the given
port.

Check into inetd/xinetd and make sure /etc/services is set up
correctly, and also that services is being consulted (or the
equivalent if you're running NIS or something similar and pushing the
services map).

RedHat7 during the install uses lokkit to set some security rules.  If
you choose middle or high, the filtering rules won't let you connect
to bpcd.  Check out 'ipchains -L -n' or 'iptables -L -n -v' and maybe
have a look at /etc/sysconfig/ip*

>From the client, try

$ telnet 127.0.0.1 bpcd
$ telnet 127.0.0.1 13782

If the first fails but the second is successful, you've got problems
with resolving the port name to a number (e.g. /etc/services).  If
they both fail, you've got an incorrectly configured inetd/xinetd or a
filtering problem.  If they both work, you may have a filtering
problem where it's allowing local connections but not remote
(e.g. from the master/media).

If everything looks okay, I'd restart your inetd/xinetd process to
make sure it's noticed the changes.  Note that xinetd needs a SIGUSR2,
not a SIGHUP to reread it's configuration.
