Look for trailing whitespace after the exclude entry - it's significant to
NB (due to windows compatibility).
Also, it wasn't clear from your note but the exclude_list is a client thing,
right? If it's on the server, it won't affect clients.

I just noticed a very bad thing. One machine I'm backing up has some
filesystems automounted on /wmnt/neteng, /mnt/evfile, etc. I have a file:
/usr/openv/netbackup/exclude_list
which contains:
/wmnt
/home/nomad/BigDirectory
I noticed today it is still backing up the /wmnt/* directories. I want
everything under /wmnt and similar directories. Whats wrong with this
syntax?
