I was able to fix the problem with writing to an MTF1 formatted tape by adding 
the following to the bp.conf file:

ALLOW_MEDIA_OVERWRITE = MTF1

Surprisingly, I did not have to restart the daemons on my Solaris 2.6 server as 
was suggested.  I also called
Veritas about their level of support for V106 firmware on DLT7000 drives.  They 
do support V106 firmware.
The Veritas compatilbility website says V95 is supported, but I verified that 
they support V95 and above, although
there are some issues with V106 for ACS robot types.

  I believe the v95 drive firmware is available from Sun as patch id
108437-04 (public patch, no support contract required). The firmware
update utility provided is a sparc executable but if you have another that
will run on your platform, you may still be able to use the firmware in
that patch to get what you want.
