[Veritas-bu] fragmentation?

We have a 3 streamed backup that I want to duplicate.
I issued the bpduplicate command
with the -PM option to see which tapes the backup was
on. I was suprised to find that
6 tapes had been used, 2 for each backupid (output
below).

I looked through the All Log Entries report and
discovered that the first tape is fragment
1 and the second is fragment 2. The Images on Media
report for media ID 000044 also seems
to show this:

My question is what is the reason for fragment 1 and
fragment 2. In out Storage Unit config
we have maximum fragment size set to 0.
