If the cleaning tape is in the cleaning slot, NBU can't see it or use
it.  That's reserved for use by the hardware cleaning function.

If you'd like NBU to do the cleaning instead of the hardware, move the
tape to the "general purpose" area of the robot and add it to NBU,
making sure that it's configured as the proper cleaning tape type to
match your drive (probably by using a barcode rule).
