the database agent needs to be installed on the client. 

the Master needs to have a license key added to turn on the feature (i am
assuming you are on 3.4 or 3.4.1)

i HIGHLY recommend you follow the instructions in the manual word for word.
it may take a few extra minutes, but it will save time troubleshooting in
the long run. the SQL agent is pretty cool when installed correctly, and a
real heartburn if you try to cut corners or jump ahead.

I am trying to install NBU for SQL 7.0. I have a 2000 Master server and 
a 2000 machine with SQL.
The master is configured and I have installed NBU agent on the SQL 
machine. Now where do I install the SQL database agent? On the Master or 
the client?

And once I install, do I just follow the book to configure it? Seems 
very involved.  Any gotchas?
