No, it's not. There are scripts from one of the NetBack scripting sites
advertised here from time to time (I forget which one) that acheives this
though by checking for unassigned volumes in a given pool list and moving
them into scratch. I've hacked the script here to report on unassigned tapes
that are not in the robot (this happens if our Offsite provider doesn't
bring a tape back, a double check against my records).
