In using netbackup 3.4 we sometimes get an error when using the
"install-software" option on the netbackup admin window.
The .rhosts, hosts file is set up with the master server name and the
client is in the master hosts file also.
Any clues as to why this sometimes fails with these messages:  thanks.
(happens on 2.6 and 2.8 clients)

client xxxxxx  is not responding
client xxxxxx install failed
xxxxx:  connection refused
